Job Description:

The SEAM organization integrates Safety, Environment & Asset Management activities, with a broad geographical footprint, that will support Shell’s business & assets around the world. Technical Asset Operations (TAO), which sits in SEAM, is a key enabler for the accelerated delivery of Shell’s Asset Management System and will help us to reach our ultimate potential in Chemicals and Products (C+P), Integrated Gas/Renewables, and Energy Solutions (IGRES) and Upstream. TAO provides high-quality and cost-competitive technical resources who are not physically present at the site yet are an integral part of asset teams delivering value through end-to-end Asset Management System (AMS) work processes. The TAO teams are located across 4 locations: Chennai, Manila, KL & Krakow.

Technical Specialist for Cost Engineering is expected to be connected with portfolio project engineering colleagues in assets and streamline and document the Project Cost Control process. The Scope of the work covers forecasting of budget, control of budget generating monthly, and quarterly cost reporting report, and advising project managers on cost health. A candidate is expected to have good Knowledge of projects in the heavy engineering industry.

Principal Accountabilities:

  • Work closely with Assets Project Services Manager in maintaining and providing cost reporting and analysis to Project Managers and Decision Review Board.

  • Understand and provide support on necessary reports & workflows during monthly reporting cycles.

  • Lead cost control for a portfolio of projects.

  • Ability to perform a quality check and connect with relevant stakeholders for verification/ recommendation.

  • Visualize and analyze cost reporting and prepare Decision Review Board presentation pack.

  • Be a team player and coach /train other colleagues in cost engineering/ project services workflows as required.

Requirements:

  • Engineering/Technologist Degree and/or Certification as a Cost Engineer or equivalent experience.

  • 4-5 years of refinery or petrochemical industry experience in cost engineering/cost controls.

  • Experience in Cost Engineering / Cost Controls positions for portfolio capital projects.

  • Works effectively in a Team environment and build consensus & Customer focus.

  • Working knowledge of a broad range of Project Controls systems, tools, and practices specifically in the Oil & Gas industry.

  • Strong leadership, communication, report-writing, and presentation skills.

  • Skill in PowerPoint, Word, Outlook, SAP/ GSAP, Excel.

  • Background in Oil and Gas maintenance and operations is an advantage.

  • Excellent analytical, oral, and written communication skills.
