Job Description:

What’s the role?

Accountabilities:

  • Maintain and update all HSSE related plans i.e. Emergency Response Plan (ERP), Oil Spill Response Plan (OSRP), Incident Management Plan (IMP), Port Facility Security Plan (PFSP), and Hazards and Effect Management Process (HEMP).

  • Coordinate with subject matter expert to conduct the HSSE related assessments i.e Health Risk Assessment (HRA), Security Risk Assessment (SRA), Port Facility Security Assessment (FSA), and Soil & Ground Water Assessment (S&GW). Develop action plan to close gaps from the assessments in timely manner.

  • Lead emergency drills and exercises i.e. emergency response drills and security drills.

  • Ensure the reports are submitted to government authorities in timely manner as required e.g. Waste water report, Environmental impact assessment monitoring (EIA), annual fire drill report, etc.

  • Manage and ensure safe operation of additive warehouse.

  • Lead HSSE Operations team in maintaining integrity of relevant assets e.g. emergency response equipment, CCTV, fences, access control system, electrical system (medium & low), generators, and other general utilities in CNS terminal. Ensure maintenance execution are executed without overdue.

  • Ensure efficiency wastewater treatment and water quality of oil interceptors are meet regulation requirement.

  • Maintain flood prevention system and lead team to execute flood prevention plan.

  • Ensure waste management and disposal process comply with regulation and company requirement.

  • Be a Port Facility Security Officer for CNS terminal.

  • Manage security guard operation to ensure security of CNS premise. Ensure security control of material, vehicle and people entering and leaving CNS premise. This includes access control system and access card issuing for staff, contractors, and visitors.

  • Manage traffic and vehicles used in CNS terminal including cars, trucks, and bicycles.

  • Manage HSSE activities e.g. drug & alcohol random test, waste water quality test, etc. Ensure all monitoring measures and HSSE KPI are completed as plan.

  • Manage personal protective equipment (PPE) for operation, Emergency Response team, and visitors. Ensure PPEs are in good condition, ready to use, and available as minimum requirement.

  • Prepare CAPEX proposal, clarify scope with project engineer, and follow up projects to complete within timeline.

  • Implement new standards or requirements related to HSSE Operations e.g. Building Safety Standard (BSS), Worker Welfare, etc.

  • Be a management of change (MOC) Manager for all changes related to HSSE Operations.

  • Be a company representative in oil spill mutual aid (IESG, Bangkok area sub-committee).

  • Ensure PR/PO issuing and payment to comply with Shell guidelines.

  • Maintain SLA between businesses. Arrange CNS Joint Leadership Team meeting among three parties.

  • Collaborate with government authorities and other public/local agencies including the community around CNS to maintain good relationship.

What we need from you

We hope to see the following in your CV:

  • Minimum of a Bachelors degree in Engineering or any related field.

  • Preferably minimum 8 years of experience.

  • Good to have HSSE, Emergency Response and Terminal Operations experience.

  • Able to analyze and evaluate any form of risk and make resolution recommendation to bridge the gaps.

  • Effective business presentation skills.

  • Leadership, analytic, problem-solving skills and good critical/logical thinking skills.

  • Experience in Oil & Gas, Manufacturing, Chemical and similar industries is advantageous.

  • Strong stakeholder engagement and management skills.

  • Good English and Thai communication skills
