Job Description:

Purpose & Accountabilities

  • The key accountability is assurance of technical content for their respective technology or theme area. Performs proactive technical monitoring assurance of the process technology against the safe operating envelope and LTO limits for the process unit(s) that reside within their technology or theme area base. Audits and assures technical content development and other unit performance KPI’s to assure the operation is compliant. The purpose of this activity is to understand unit and equipment performance, identify threats, troubleshoot performance and reliability gaps, and identify opportunities for improvement. This activity feeds into multiple deliverables.
  • Is accountable for theme leadership and continuous improvement of the theme area. The TSE is assessed based on his delivery of theme area improvement each year which is considered comparable to supervisory team lead leadership. Maintains and improves the portfolio of their respective theme area and delivers value through improvement of the overall theme.
  • Champions compliance to global and site standards for technical monitoring process and practices in collaboration with P&T and Global work process focal points. This includes implementing and ensuring sustainability of such programs as Advanced Technical Monitoring (ATM) or SMART M.
  • Coordinates regular reviews with P&T and strategic suppliers (i.e. Criterion Catalysts). Coordinates development and troubleshooting/research work with pilot plant facilities for advancement of technology or business improvements/strategy development.
  • Conducts strategic contractor safety and performance reviews (i.e. catalyst, chemicals) via the Contractor Safety Management (CSM) process and provides input/reviews global EFA’s (Enterprise Framework Agreements). May be required to be a contract holder for a strategic contractor on site.
  • Provides technical expertise and guidance to the OSE’s/CSE’s assigned to the physical assets to ensure their assigned assets are operated in a safe, environmentally sound and reliable manner in accordance with the license to operate and the defined safe operating envelope.
  • Is the owner of the unit operating envelopes and process critical drawings including: the ACM variable table, sample schedule, P&ID’s, LDT’s, PFD’s and H&MB for the units they are assigned. Reviews and approves changes to the unit operating envelope. Trains OSE’s and others in how to develop, maintain and use for Proactive Technical Monitoring (PTM).
  • Maintains up to date technology specific knowledge through LFI, technical networks etc. so as to be able to proactively identify threats to the units or business coming from the wider Shell organization or industry knowledge and practices.
  • Identify opportunities to improve unit capacity, yield, availability and utilization in support of the site and business plans.
  • May lead troubleshooting and investigation of complex technical issues or incidents in the unit.Leads in collaboration with the OSE Supervisors, the PE manager, and the PD manager, the priority setting for the technical work in their assigned area. Ensures alignment of limited resources to maximize impact and minimize cost.
  • Provides MOC Technical Assurance in their area of responsibility. Lead or focal large MOC packages or long term MOC/business initiatives in conjunction with the long term Process Engineers.
  • Provides input, generates and reviews RFE’s, I/P’s, BOD’s, and BDEP deliverables for projects in their area of responsibility.
  • Reviews Turnaround and major Maintenance Scope and Participates in Review and Challenge Processes. Assures or validates Process Engineering scope of work for Outages and Turnarounds. Supports and/or provides technical guidance for specialty procedures required for turnaround and major maintenance activities for: decontamination, cleaning, O2 freeing, cool downs, warm-ups, dry outs catalyst activation/passivation/regeneration, furnace decoking etc.
  • Provides engineering content to operator and craft training materials such as unit operating manuals, process overviews.
  • Provides long term strategy for units in their area of responsibility in collaboration with the other TSE’s
  • Serves as a resource to outside activities such as PHA, Bowtie validation, project reviews, project HAZOPs that impact their process unit.
  • Supports the Turnaround team non-unit specific deliverables such as: people plan initiatives, community support activities, U of A student design projects, days of caring as appropriate and supported by their manager.
  • Participates in technology forums, conferences to share learning and maintain and improve competencies in their specialty.
  • Provides representation and support to the necessary Resource Delivery Team’s (RDT’s).
  • Maintains and help’s develop training materials and guidance manuals designed for Engineers in conjunction with P&T and Learning.

Skills & Requirements

  • 10+ years of experience in refining/upgrading operations or engineering is desirable.
  • Should have at least 5 years of experience as a Technologist or Process Engineer in Hydroprocessing/Hydrocracker/Hydrotreater units.
  • Deep hydroprocessing expertise is a requirement.
